Oscar William Manson was born July 6, 1909, in Örebro, Sweden. He was the eldest of 5 children born to John William Manson and Anna Charlotta Erickson. The Mansons came to the U.S. in 1912 and began farming in the area around Sioux Falls, South Dakota, where Anna's maternal aunt and uncle, Erik and Anna (Anderson) Selom, were already prosperous farmers. The Seloms had paid for the Mansons' passage to America. John Manson became a U.S. citizen in 1925, which gave Oscar citizenship, too. Oscar attended Washington High School in Sioux Falls and made a name for himself locally as an amateur boxer and aviation enthusiast before eventually moving to Portland, Oregon, some time prior to 1940. In Portland, a friend got Oscar a job at a downtown parking garage (which included a service station), and he worked there until retirement. During WW2, Oscar enlisted in the U.S. Navy, serving in the Pacific onboard a submarine chaser, SC-758. In 1942, he married Patricia Murray, and they had two children. He died 14 May 1981 in Portland.
